Victim Services Counselor Honored For Assistance With Elderly Abuse Case

October 22, 2010 - Knoxville Mayor Bill Haslam and Police Chief Sterling Owen named Victim Services Counselor Teresa Williams the July Civilian Employee of the Month. Ms. Williams joined the department in January.

Mayor Haslam, Honored Civilian, Chief OwenChief Owen said Ms. Williams was asked to investigate the claims that an 85-year old woman was being financially exploited and was suffering from psychological abuse. Ms. Williams' investigation revealed the victim had been forced from her home by her grandson. It was determined the grandson had a history of taking his grandmother's money, not giving her prescribed medications, and emotionally and verbally abusing her.

Chief Owen said, "Utilizing the various services located through the Family Justice Center, Ms. Williams designed a safety plan for the victim, contacted Adult Protective Services, and assisted the victim in filing a no contact – no communication order of protection against the grandson."

"As a result of Ms. Williams' efforts, the victim was finally able to move back home," said Chief Owen.

The victim's family said, "For the first time in many weeks Mom laughed, smiled, and rocked and sang her gospel tunes like she was forty again."

Chief Owen said, "We commend Ms. Williams for her professionalism, expertise, and follow through that she brings to her job as a Victim Services Counselor."

Mayor Haslam said, "This is an outstanding example of how a dedicated employee can make a difference to the victim and their family and make a positive impact in our community. Congratulations on a job well done."
