Officers Honored For Creation Of Field Training

November 27, 2007 - Knoxville Mayor Bill Haslam and Police Chief Sterling Owen today named Officer J.D. Hopkins and Officer Scott Noe the September Officers of the Month for the Knoxville Police Department. Both Officer Hopkins and Officer Noe have been with the department since December 1999.

Mayor Haslam, Honored Officers, Chief OwenChief Owen said that earlier this year the two officers noted a need for better access to training aids for officers in the Field Training Officer Program (FTO). As a result, the two officers developed a training resource manual for all departmental FTO's. The manuals contained numerous sources of information such as reference maps for the mobile data terminals, major emergency event checklists for patrol officers, and a city ordinance index.

Chief Owen said, "Without a doubt, the creation of this resource manual will ultimately increase our officers efficiency and decrease our response times. This is THE resource manual for all Field Training Officers."

Mayor Haslam said, "We appreciate these officers hard work and time they committed to producing this valuable resource manual and commend them on a job well done."
"Officers Noe and Hopkins have set high standards for themselves, their trainees, and for other district members," said Chief Owen.

"We appreciate their hard work, dedication, and desire to make this a better police department," Chief Owen concluded.
