Two KPD Employees Share Civilian of the Year Honors

May 4, 2007 - Knoxville Mayor Bill Haslam and Police Chief Sterling Owen today named Scott Tidwell and Tom Sparkes the 2006 Civilian Employees of the Year for the Knoxville Police Department. Mr. Tidwell is the Technical Services Supervisor and has been with the department since April 2000. Mr. Sparkes is the police department's Maintenance Crew Leader and has been with the department since October 2000.

Chief Owen said Mr. Tidwell has been instrumental in the technical operations of the department. With the necessity of MDT operations bridging the gap between patrol officers, E-911, and the NCIC computer system, Scott continues to be on call twenty-four hours a day, seven days a week to resolve any problems that may arise. Scott has also been instrumental in ensuring that our existing in-car VHS camera systems operate at their full potential, which has helped in reducing the costs by properly maintaining the older systems as we plan for the transfer to digital technology.

Chief Owen, Honored Civilian Employees, Mayor HaslamChief Owen said, "Scott has exhibited the personal dedication to the Knoxville Police Department that we strive to motivate our employees to. He is always willing to respond around the clock to ensure the continued operation of our department."

Tom Sparkes is responsible for the daily maintenance of all building facilities for the Knoxville Police Department. On a daily basis Tom ensures that all critical operating systems for the department's eight facilities are operating correctly and efficiently. Tom's responsibility also includes maintaining the grounds at the Safety Building. His attention to detail creates a pleasant environment for visitors to the department's headquarters.

Chief Owen said, "There's nothing that Tom can't handle. Be it mechanical, electrical, general repairs, or a major renovation, Tom always has a 'can do' attitude. He is always ready and willing to assist anyone with a need."

Mayor Haslam said, "We are grateful to have employees like Scott and Tom who are dedicated to their job and who consistently go above and beyond the call of duty. These men are extremely deserving of this special award."

Mr. Sparkes and Mr. Tidwell will receive a signed certificate from the Mayor and Chief along with a free dinner from Puleo's Restaurant.
