December 20, 2006 - Knoxville Mayor Bill Haslam and Police Chief Sterling Owen named Vicki Dagnan the Civilian Employee of the Month for October. Ms. Dagnan has been with the Knoxville Police Department since February 1995.

Chief Owen said during the month of October, Ms. Dagnan worked diligently to coordinate numerous resources and staff to ensure that the Knoxville Police Department's Halloween In the City at Safety City was a huge success.

"Ms. Dagnan threw herself into individually contacting and recruiting partners from within city government along with other partners to staff booths and oversee other children related activities," said Chief Owen.

Mayor Haslam, honoree, Chief Owen"She worked to provide not only a safe environment for the children present, both in activities and receiving safe candy products, but also ensured that the children had a meal that was not based on a sugar diet," Chief Owen said.

To complete her dedication to the event, Ms. Dagnan was attired in costume to compliment the children present and to also make the other adults who were participants feel that their own involvement was not menial.

Mayor Haslam said, "Ms. Dagnan's continued dedication to delivering a quality product to the citizens of Knoxville and doing her best to improve the reputation of the Knoxville Police Department is evidenced by her work ethic and self initiated activity."

Ms. Dagnan will receive a signed certificate from the Mayor and Chief along with a free dinner from Ruby Tuesday Restaurant.
