Policy Development is working with City Engineering and Wilbur Smith
Associates to evaluate alternatives to the current street circulation
patterns around Market Square. The project is designed to address
a need to make it easier for visitors to find the Square, increase
the Square's visibility to downtown visitors, and increase access
to the parking garage.
The City of Knoxville will hold a public meeting on March 4th at 5:00 pm at the Knoxville Chamber Partnership's Market House Room (17 Market Square, 2nd Floor) to discuss implementation of proposed changes to the street circulation pattern in the Market Square area.
The proposed changes include the following (see Market Square Circulation Map - Scope 2):
Converting Summer Place from one-way to two-way;
Converting Walnut Street from one-way to two-way between Summit Hill Drive and Union Avenue;
Converting Locust Street from one-way to two-way between Summit Hill Drive and Union Avenue; and
Converting Market Street from one-way southbound to one-way northbound.
This public meeting follows the one held on September 10th, 2007 during which the City presented the results of a traffic impact analysis for an initial scope of circulation changes. At this meeting, stakeholders proposed the changes described above as a preferred alternative to the original scope (see Notes from the September 10th Public Meeting).
After analyzing stakeholders' preferred alternative, the City has determined that there are no physical impediments or traffic issues that would prevent these changes from being made.
At the public meeting on March 4th, we will discuss the changes, the results of the traffic analysis, and the implementation procedure and timeline.
