Land Use & Urban Design


  • The Project Team will review and assess existing plans, zoning, land use, environmental resources, and urban design issues. The objective here is to quickly get up-to-speed with current regulatory and land use plans, and physical site conditions in order to begin to identify redevelopment opportunities. The Project Team will create a series of urban context diagrams that illustrate the various issues graphically to highlight their importance.
  • Development Response – The Project Team will review potential development submittals to the C-7 Design Review Board during the period of this study to provide general guidance and recommendations as to their appropriateness based on the development of the corridor plan.

    Multi-Modal Transportation

  • A transportation assessment will include an existing conditions analysis based on readily available data including circulation patterns, operational conditions, existing policies/standards and programmed modifications. This analysis will establish the relationship of the transportation system to the surrounding land use and identify necessary additions enhancements for better multi-modal circulation or connectivity.
  • Traffic circulation / operation, transit pedestrian and bicycle circulation, safety and parking will be addressed.
  • Corridor Comparables – A short bibliography/summary of successful projects where urban arterials were downsized will be compiled.

    Corridor Utility Assessment

    An assessment of the corridor’s utility infrastructure will be conducted. This assessment will draw upon existing sources of information and field review in order to document the constraints and opportunities of the corridor’s utilities. Primary focus will be placed on the feasibility and potential cost of utility upgrades or modifications (i.e. burying overhead utility lines) that may be considered as part of potential streetscape alternatives.

    Traffic Simulation Model

    The Project Team will develop a traffic simulation model for the Cumberland Avenue corridor so that stakeholders and the public can develop a better sense of the traffic implications of each of the proposed alternatives. A graphical output from the traffic simulation model will be produced for each alternative that will show an animation of the vehicular traffic movement through the study area in order to convey operational characteristics to the stakeholder group and the general public.

    Corridor Signal Timing Plan

    The purpose of this task is to prepare and implement an updated signal timing plan for Cumberland Avenue from Neyland Drive to Poplar Street and Neyland Drive from Joe Johnson Drive to Kingston Pike, covering eighteen (18) existing signalized intersections. The signal timing plan shall be developed following the determination of a potential cross section alternative for Cumberland Avenue in order to determine if the signal timing should be based on the existing condition or on the recommended alternative.

    Final Plan Document & Deliverables

    Based on the analysis, Advisory Committee and public input, and the Design Workshop, a set of urban design and streetscape concepts will be developed for the corridor.

    These products will include:

    Cumberland Avenue Typical Cross Section

    A range of proposed cross sections will be designed to support a mixed-use, pedestrian-friendly environment based on the evaluation and development of various alternatives and corridor conditions. Potential alternatives may include a three-lane cross section with wider sidewalks (including transition areas from four to three-lanes and three to four-lanes), transit pullouts, and bike facilities.

    Typical Cross Section /Sidewalk Design for Adjacent Streets

    Proposed cross sections will be developed for key adjacent streets in the Lake-Cumberland-White Avenue area to encourage a pedestrian-oriented district.

    Cumberland Avenue Conceptual Streetscape Plan

    A conceptual streetscape plan will be developed for the corridor (or key conditions such as intersection design, transit facilities, transition areas from four to three-lanes, gateways, etc.) illustrating sidewalk improvements, streetscape, street furniture, street trees, etc. in order to convey design alternative and estimate cost of improvements.

    Cumberland Avenue Urban Design Plan

    An overall urban design plan will be prepared that illustrates the potential long term build out of private development and public investment (streetscape, parks, plazas, etc.) in the corridor. The study area for the urban design plan is defined as Cumberland Avenue from Seventeenth Street (on the east) to the railroad tracks just west of Twenty Second Street (on the west), including both sides of the street on Clinch Avenue (to the north), and Lake Avenue (to the south).

    Urban Design Guidelines

    A Cumberland Avenue Urban Design Guidelines document will be prepared for the Cumberland Avenue Design District. These guidelines will build upon the “Interim Principles for Development Review” already established for the district. These guidelines will be derived from the corridor urban design plan and streetscape concepts developed throughout this process, utilizing drawings, diagrams, pictures and annotation to convey key design principles. The concepts of “form-based” design codes will be employed to help codify the urban design principles and create a document the Cumberland Avenue Design Review Board can administer.

    Implementation Plan

    An implementation plan will be prepared that outlines key projects, estimated costs, potential timing/phasing, and funding sources and programs.
