Staffing:
Bob Whetsel has joined the City of Knoxville’s Policy and Communication Department as the Director of Redevelopment. Bob will be the point person for the City on the Cumberland Avenue project.
Amy Brooks will serve as MPC’s project coordinator for Cumberland Avenue.
Project Implementation:
Implementation of the Cumberland Avenue Corridor Plan began in September 2007.
Implementation will include a Cumberland Avenue Parking Study, a Traffic Circulation Analysis, the development of a form-based code, design and engineering plan, and finally, construction.
Project implementation will continue through fall 2009.
Parking Study:
MPC is conducting a parking study that will analyze existing conditions, analyze best practices and make recommendation for a parking management program for the corridor.
Traffic Circulation:
MPC will prepare a traffic circulation analysis for Cumberland Avenue and the adjacent neighborhoods.
This analysis is expected to begin in January 2008.
Form-based code:
The South Waterfront form-based code will provide the template for the Cumberland Avenue code. http://www.cityofknoxville.org/southwaterfront/code/default.asp
Design guidelines in the Cumberland Avenue plan provide the foundation for the code.
MPC and the community still need to discuss specific elements of the form-based code such as, height.
A draft form-based code is expected in February 2008.
Additional information:
Façade improvement programs will be discussed.
Designation of Cumberland Avenue as a redevelopment area is under discussion.
Advisory Committee Role:
The Committee will continue to act as a sounding board throughout the implementation phase.
The Committee will have the opportunity to suggest modifications to implementation plans.
Committee meetings have tentatively been scheduled for February, April and June of 2008.
