EXPERIENCE:

CHIEF OPERATING OFFICER, City of Knoxville. August 2004 - present. Staff member of Mayor's Office, responsible for oversight and coordination of multi-departmental projects. Specific assignments include service as Chairman of the Downtown Advisory Committee, development of a Downtown South Waterfront economic development strategy, and retooling of the city's development review and permitting system.

EXECUTIVE DIRECTOR, Knoxville / Knox County Metropolitan Planning Commission. October 2003 - August 2004. Interim Executive Director, August 2004 - present. Director of 45-member city / county planning staff; 15-member commission. Responsibilities include administration of city and county zoning, subdivision, and development-related ordinances, long-range planning, coordination of Transportation Planning Organization (TPO) activities, and preparation of capital improvement plans.

ASSISTANT CITY MANAGER OF DEVELOPMENT SERVICES, City of Denton, Texas. June 1999 - October 2003. One of four City of Denton ACM's, reported directly to the City Manager. Responsibilities included oversight of Planning & Development, Engineering, Building Inspections, Parks & Recreation, Economic Development, and Facilities Management Departments. Also responsible for oversight of General Fund Capital Improvements Program. Implemented consolidation of Engineering Department. Staff liaison to North Central Texas Council of Governments Regional Transportation Council and to the Dallas Regional Mobility Coalition.

DIRECTOR OF PLANNING AND DEVELOPMENT, City of Denton Planning and Development Department, Denton, Texas. May 1997 - May 1999. Responsible for Planning, Building Inspections, Code Enforcement, Consumer Health, and CDBG / HOME / Human Services programs. Directed the completion of city's comprehensive plan (adopted in 1999) and initiated rewrite of citywide development code, which included zoning, subdivision regulations, and construction standards & specifications (adopted in 2002).

DIRECTOR OF PLANNING, City of Victoria Planning Department, Victoria, Texas. November 1991 - April 1997. Initiated and completed a series of infrastructure master plans in lieu of comprehensive plan and zoning regulations. City's first Metropolitan Planning Organization (MPO) Director, implemented first public transit program and services. Directed CDBG and HOME programs.

CHIEF (PRINCIPAL) PLANNER, City of Binghamton Planning Division, Binghamton, New York. March 1988 - July 1991. Responsible for administration of zoning, subdivision, and variance applications. Worked closely with Economic Development Department to encourage revitalization of downtown through economic development agreements, historic preservation grant programs, and streetscape improvements.

PLANNER/PROJECT PLANNER, Urban Design Section, City-County Planning Board of Winston-Salem and Forsyth County, Winston-Salem, North Carolina. November 1985 - February 1988. Wrote two chapters of city's comprehensive plan. Drafted and managed adoption process for city's first landscape ordinance.

PLANNER / SENIOR PLANNER, Long-Range Planning Section, City of Buffalo Division of Planning, Buffalo, New York. October 1983 - October 1985. Worked on Downtown, Waterfront, and Light Rail Rapid Transit Master Plans.

TECHNICAL ASSISTANT, City of Binghamton Planning Division, Binghamton, New York. May 1983 - October 1983. Assisted Community Development Director with miscellaneous projects.
