Knoxville Police Department Vehicle History Police Cars In the early days officers were compelled to drag their prisoners which included drunks to jail. This was a revolting site to see, so the State legislature of 1891 passed a law requiring cities to provide a Patrol Wagon for this purpose. The first were horse drawn.
