Chief Rausch has been with the Knoxville Police Department since January 1993. He served in the Patrol Division for the majority of his tenure as a police officer in various roles. His only assignment outside of patrol was a temporarily assignment to assist the Training Division to instruct and mentor the Basic Police Recruit Class in 1995. He has served as the Commanding Officer for the Patrol Division and for each of the Patrol Division Districts, as well as the Staff Officer for the Deputy Chief of Patrol. He has promoted through the ranks from Officer to Sergeant in 1998, Sergeant to Lieutenant in 2002, Lieutenant to Captain in 2006, Captain to Deputy Chief in 2009, and to Chief of Police in 2011.

Police Chief David B. RauschChief Rausch came to Knoxville from Louisville, Kentucky where he graduated in 1986 from the University of Louisville with a Bachelor of Arts in Political Science. He then enlisted in the U.S. Army and served in the Military Police Corps from 1986 to 1990. While in the Military he served with the 555th M.P. Company at Ft. Lee, Virginia and with Alpha Company Third Battalion of the United States Army Correctional Brigade at Ft. Riley, Kansas. He earned three Army Achievement Medals, an Army Commendation Medal, a Good Conduct Medal, named the Distinguished Graduate from his Corrections Non-Commissioned Officers Course, and attained the Rank of Sergeant prior to the end of his enlistment.

Chief Rausch is a graduate of the 105th Administrative Officers Course at the Southern Police Institute and received his Master of Science in Justice Administration from the University of Louisville in 2001. He is also a graduate of the Federal Bureau of Investigations 218th National Academy Class in Quantico, Virginia in 2004, the FBI Tennessee Law Enforcement Executive Development Seminar in Pigeon Forge, Tennessee in 2008, the Police Executive Research Forum 40th Session of the Senior Management Institute for Police in Boston, Massachusetts in 2008. He is a graduate of the Leadership Knoxville Class of 2011. He is a member of the Leadership in Counter Terrorism (LinCT) Course Atlantic Section 2011-2012 of the Federal Bureau of Investigation, Police Services of Northern Ireland, Scottish Police College, Royal Canadian Mounted Police, and the Australian Police Services and has completed the first two cycles which were in Edinburgh, Scotland and Bellfast, Northern Ireland. The final two cycles will be in Quantico, Virginia and Halifax, Nova Scotia in March 2012.

Chief Rausch is an instructor in various law enforcement topics. He has taught law enforcement and civilian personnel throughout the Southeast and the Eastern Coast of the United States and serves on the teaching staff of the University of Tennessee Law Enforcement Innovation Center (LEIC). He is an Adjunct Faculty Member of South College Criminal Justice Program in Knoxville, and an Adjunct Faculty Member of Bethel University Criminal Justice Program.

Chief Rausch served on the Knoxville Police Department Special Operations Squad (SWAT Team) from 1997 to 2007.

Chief Rausch is a member of the International Law Enforcement Educators and Trainer's Association (Charter Member), the Police Benevolent Association, the Fraternal Order of Police, the FBI National Academy Associates, the Police Executive Research Forum, the International Association of Chief's of Police, and the Tennessee Association of Chief's of Police.

Chief Rausch is involved with numerous organizations in the Knoxville community. He was a member of the Committee that developed the Ten Year Plan to End Chronic Homelessness in Knoxville and Knox County and served on the Advisory Board during the implementation of the plan. He currently serves on the Board of Directors for the Mental Health Association of East Tennessee, the Family Justice Center Board, the Boys and Girls Clubs of the Tennessee Valley Corporate Board, the Knoxville Knox County E-911 Board, the UT Institute for Public Service LEIC Board, the Metropolitan Drug Commission Board, the South College Criminal Justice Community Advisory Board, the Junior League of Knoxville Community Advisory Board, the Knoxville Public Safety Foundation Board, the Volunteer Ministry Center Board of Directors, the Appalachian High Intensity Drug Trafficking Area Board of Directors, and is the 2nd Vice President for the Tennessee Association of Chiefs of Police Board of Directors.
