The storage of Class I, II, and III flammable or combustible fluid
fuels in aboveground vessels, including sub base and integral emergency
or standby generators shall be defined as:

This City of Knoxville will allow the installation of aboveground
storage tanks (A.S.T.) for Class I, II, and III flammable and
combustible liquid fuels in areas zoned industrial I-2, I-3, and
I-4 by the Metropolitan Planning Commission (MPC). Class IIIB
flammable and combustible liquids will be allowed in all zones
except residential. All installations must fully comply with the
1997 SBCCI Standard Fire Code, 2003 NFPA 30, 30A any code or standard
referenced from these codes, city ordinance, limitations of the
Fire District and the approval of the Fire Official from the Knoxville
Fire Department Fire Prevention Bureau (KFD-KPB).
Emergency or standby generators with integral or sub base fuel
vessels greater than 60 gallons capacity shall comply with the
requirements of an A.S.T. Consideration will be given to the possibility
of installation for generators with integral or sub base A.S.T.s
up to 15 gallons capacity in areas other than I-2, 3, and 4. Any
installation within the 60 to 150 gallon capacity shall meet the
requirements and have the approval of the Fire Prevention Bureau
prior to beginning installation. Areas zoned residential will
not be considered for approval.
Permit Required:
All aboveground storage tanks with capacity over 60 gallons containing
Class I, II, and III liquids whether portable, stationary, temporary,
permanent, new or existing, will be inspected annually and permitted
by the KFD-FPB. This permit will be issued for each individual
tank following inspection and approval and will be due for renewal
on the permit date each following year.
An A.S.T. is considered "in service" when it contains
flammable or combustible liquids, and is "out of service"
when it contains no flammable or combustible liquids as defined
by the Fire Prevention Code adopted by the Knoxville City Council.
It shall be unlawful for any person or entity to install or place
into service any A.S.T. without a permit, proper inspection, and
decal issued by the City of Knoxville Fire Prevention Bureau indicating
that the A.S.T. is currently permitted and inspected. Any A.S.T.
installed or placed into service without proper permitting shall
be taken out of service immediately and remain so until permit
is obtained and an inspection is completed. An administrative
fee of two times the amount of initial permit and annual inspection
fee shall be levied for each A.S.T. involved. The act of dispensing
any flammable or combustible liquid into any A.S.T. that does
not have the required permit by the Fire Prevention Bureau shall
be unlawful and a minimum monetary penalty of $50.00 and maximum
of $100.00 per occurrence shall apply as per City of Knoxville
Ordinance 11-3.
Submission of Permit Application:
All aboveground tank installations must be fully compliant to
the 1997 SBCCI Standard Fire Code, 2003 NFPA 30, 30A, any code
or standard referenced from these codes, city ordinance, limitations
of the Fire District and the approval of the Fire Official from
the City of Knoxville Fire Department Fire Prevention Bureau.

order made payable to the City of Knoxville) may be mailed to
our office at address at top.
1. Submit plans, supporting documents, and application
for approval by the Fire Prevention Bureau prior to the start
of any work for the installation of any A.S.T. All plans must
be legible. Provide two sets of all plans and documents (plain
8.5 x 11 paper is acceptable) which indicate the following:
___ Relationship of any A.S.T. to property lines, buildings,
public ways, other tanks of any type, and to any dispenser
___ Containment
___ Tank fill and spill control
___ Means to check ullage (ullage gauge)
___ Audible alarm sounding at 90% full, complete shut off at 95%
___ Type and listings for all tanks on property
___ Pump type and location
___ Piping
___ Venting - Normal and emergency including termination point
___ Dispensing devices
___ Devices to prevent gravity or siphon flow of product
___ Vault construction (if applicable)
___ Protection of tanks, piping, and dispensing devices against
vandalism, collision, and damage
___ Fire protection and locations
___ Emergency shut-off locations
___ Product marking with "No Smoking - Stop Motor" on
all tanks minimum four inch lettering
___ NFPA 704 displayed
2. Upon plans approval, submit permit and inspection fees to
the Fire Prevention Bureau and begin installation of tank. Installation
shall be fully compliant to the plans as approved. As per City
of Knoxville Ordinance 11-3, the annual permit / inspection fees
shall be:
First time permit fee
$60.00 plus amount of annual inspection fee
Annual inspection fee (per tank)
60 to 6,000 gallon capacity $30.00
6,001 to 12,000 gallon capacity $50.00
12,001 to 50,000 gallon capacity $75.00
50,001 and greater $100.00
3. When installation is completed, contact the Fire Prevention
Bureau to request that all tanks be inspected and tested prior
to being placed into service in accordance to all adopted coded
requirements. The inspector will bring the approved permit to
the site to leave on premises following successful inspection.
