Participation Policy

The policy of the City of Knoxville (the "City") prohibits discrimination against any person in pursuit of business opportunities on the basis of race, color, national origin, religion, sex, age, disability or veteran status.

It is also the policy of the City to provide minorities, women and small businesses equal opportunity for participation in all aspects of the City’s contracting and procurement programs, including but not limited to construction, development projects, procurement, professional services, and lease agreements.

Positive business relationships properly nurtured will produce a diversity of capable, competitive and successful businesses which in turn will expand the economic base of the City of Knoxville and the greater Knoxville community. To achieve this end, the city has endeavored to develop principles and recommendations for implementation of measures and programs designed to nurture and expand small businesses inclusive of minority firms and women-owned firms.

Goals and Objectives

  • To increase participation by minorities, women, and small businesses in the City of Knoxville, KCDC and KAT contracting, procurement and professional services contracts.
  • To provide a concise method for increasing minority, women, and small business participation.
  • To establish numerical goals/benchmarks for increased participation of M/WBEs.
  • To increase capacity of M/W/SBEs.
