| HOUSING PROGRAMS |
The City’s housing programs are targeted at improvement and construction of affordable housing, homebuyer assistance, and repair and rehabilitation to reduce the number of substandard rental and owner-occupied residential properties.
American Dream Downpayment Initiative (ADDI)
By providing downpayment assistance for first-time homebuyers, this program strives to increase homeownership rates in Knoxville.
Owner-Occupied Home Rehabilitation
Funds are available for owners to rehabilitate substandard residential properties in Knoxville. These monies are intended to help meet building code requirements.
Rental Rehabilitation
Landlords of rental properties can obtain funds from the City of Knoxville to bring buildings up to code or improve accessibility for individuals with disabilities.
Emergency Home Repairs
The City provides assistance for emergency repair services to homes that will improve health and safety and comply with the City of Knoxville’s Neighborhood Housing Standards. Repairs are limited to one major system failure that is health and/or safety related. For more information, please contact CAC at 637-6700.
Minor Home Repair
The City provides assistance to perform minor home repairs needed to meet building code requirements and improve accessibility. These repairs are subcontracted to two local nonprofit agencies. Individuals interested in receiving repairs should contact CAC at 637-6700 or Neighborhood Housing’s Operation Backyard program at 524-7774, ext. 107.
Construction of Affordable New Homes
Through federal grant funds, the City supports new construction projects for affordable housing. Four local organizations construct the new homes and work with low-moderate income homebuyers to purchase the new properties.
Homes for Sale
The City makes available some homes for purchase to first-time homebuyers who meet low-income requirements through the HOPE 3 program. Please see the section entitled ‘Homemakers Program Listing - HOPE 3 Properties’ under the Homemakers link for details.
Financial Training/Education Programs
Financial education programs are available, particularly for first-time homebuyers, with classes through Knox Housing Partnership. For further information, please call 637-1679.
