Knoxville's Community Development Corporation (KCDC) is the public agency responsible for administering affordable public housing and rental assistance programs for qualifying citizens. In addition, the authority serves as the city's redevelopment agency in specially designated areas of Knoxville. It is governed by a seven-member board which is appointed by the mayor.

KCDC is the third largest public housing authority in Tennessee and is in the top 10 percent nationwide. The KCDC mission is to provide decent, safe, affordable housing in a cost effective manner and to support and promote ideas and programs which encourage residents' self- sufficiency.

The agency owns, manages and maintains more than 4,000 low income rental units in the city and administers a program that allows approximately 1,700 families to secure affordable housing in the private market in Knoxville.
