The purpose of the Police Advisory and Review Committee (PARC) is to strengthen the relationship between the members of the Knoxville Police Department and the citizens they serve through an independent review of police actions.

PARC reviews incidents involving police action following the conclusion of the Internal Affairs investigations. Citizens can either register formal or anonymous complaints with PARC's executive director.

Pursuant to City Ordinance 0-194-01, PARC has the power to receive, investigate, hear cases, make findings on complaints and to disclose those findings to the Mayor and the KPD Chief of Police.

APPOINTMENT OF PARC MEMBERS

This committee consists of seven members. Members must possess a reputation for fairness, integrity and responsibility and have demonstrated an active interest in public affairs and service, be qualified to vote in Knox County and not be a current employee of any governmental body except those employed in the field of education. PARC members must be registered voters in the City of Knoxville.

Members are appointed by the Mayor and confirmed by Council. Terms are for a three-year period. Members cannot serve more than two consecutive terms.

PARC's next public meetings are scheduled for 6 p.m. on: 

October 28, 2021, Family Justice Center (400 Harriet Tubman Street)
