Officer’s Observation Results in Major Arrest in Fort Sanders Neighborhood

April 10, 2008 - Knoxville Mayor Bill Haslam and Police Chief Sterling Owen today named Officer Tony Hall the Officer of the Month for February 2008. Officer Hall has been with the Knoxville Police Department since June 2006.

Mayor Haslam, Officer Hall, Chief OwenChief Owen said that on February 6, 2008, at approximately 9:15 p.m., Officer Hall was proactively patrolling the Fort Sanders area when he stopped a vehicle on Seventeenth Street near Highland Avenue. The vehicle was stopped after Officer Hall had observed the passenger prowling around an apartment complex. When the occupants were asked to step out of the vehicle, a strong odor of marijuana was detected coming from the vehicle. A records check revealed the driver of the vehicle, James Jones (DOB 4-12-61), had been convicted of Aggravated Robbery, Aggravated Rape, and Kidnapping and was currently on supervised parole due to these offenses.

Officer Hall then asked for consent to search the vehicle which was granted. The search revealed a black bag located in the center console that contained five individually wrapped clear plastic baggies containing 7.9 grams of marijuana, five plastic baggies containing 6.6 grams of crack cocaine, one plastic bag containing 4 Xanax pills, and one white envelope containing .8 grams of powder cocaine. A .45 caliber Ruger Blackhawk firearm along with a box of .45 caliber ammunition were also recovered from the vehicle.

The suspect was arrested and charged with Possession of Schedule II with intent to resale, Possession of Schedule IV with intent to resale, Simple Possession of Schedule VI, and a Convicted Felon in Possession of a Firearm.

A records check indicated the passenger was not wanted and was allowed to leave the scene. Chief Owen said, “This arrest in the Fort Sanders neighborhood is commendable as recent increased patrols in this area have resulted in criminals becoming more cautious. Officer Hall was out of his vehicle and on foot patrolling for suspicious persons and activities when he observed the suspect and his passenger doing just that. Due to his actions, a known violent and armed parolee was once again stopped from victimizing more citizens.”

Mayor Haslam said, “We appreciate Officer Hall’s drive, determination, and persistence in keeping our community safe.”

Officer Hall will receive a signed certificate from the mayor and chief.
